The group products are issued to all eligible groups. Eligibility requires that employees are actively at work and their dependents are not disabled and can perform the activities of a normal person of the same age and gender.

The individual products are issued to all eligible members of approved associations. Eligibility requires that members and their eligible dependents not be disabled, able to perform the duties and activities of a normal person of the same age and gender.

The goals of the BasicPlus product line are to provide affordable health insurance, help foster the government's Consumer Directed Healthcare initiatives, and provide basic health insurance for the 46 million uninsured Americans. The majority of uninsured Americans are working but cannot afford the astronomical rates charged for comprehensive health insurance. The plan's pricing and structure are such that even part time workers can obtain access to basic health care.
